Online IRB Application System
The Florida Department of Health IRB has specific policies and procedures related to the Responsibilities of Investigators. Please review these before you begin your online IRB application. Requests for review of research involving human subjects are administered using an entirely on-line, web-based system called "IRBWise."
An Overview of How to Get Started
Step 1: Request user account and password to the IRBWise online system
Step 2: Complete CITI training
CITI (Collaborative IRB Training Initiative) - is an internet-based set of educational modules focused on the protection of human participants in research. It is sponsored by a consortium of IRB professionals and researchers from universities and medical schools across the country and is administered by the University of Miami. To complete the CITI course, you will sign up for a user account for the CITI course. That user account is NOT THE SAME as the user account for the DOH IRB.
Completing a set of basic CITI modules is required per DOH IRB Policy DOHP-400-9.1. You can also review additional information about CITI on the CITI Homepage
Step 3: Save the completion certificate as a pdf file and email your CITI certification to the Ethics and Human Research Protection Program (The CITI certificate does not automatically get sent from CITI to DOH)
Step 4: Upload a CV for all researchers and key study personnel in IRBWise

Step 5: Complete an Application in IRBWise. The IRBWise application serves as the official record of the DOH IRB.
